For the Regular User Level; remove access to functionality and all the links under 'Purchasing', Manage Supplier Invoices', and any upcoming supplier and purchasing related pages/functions. Remove visibility from the UI).

Data to restrict:

Cost Price visibility across the entire platform
Supplier contact info. Only display Supplier Codes as we currently do
Create/manage/edit Suppliers (requires us to update managing suppliers in eStack. See related ticket #148

Ohio Sales Tax & any sales tax/report related URLs (can only think of the sales tax links for WA and OH sales tax.
