Create an reporting page where we can display sales broken down by US state, and by country for international orders.

It should display a table of all states and their totals for the date range selected.

For the US states, the page user can click on a state name and then see the individual sales from taht date range.

They can also download a csv or other data file that can be uploaded to that states's website for sales tax filing (where possible). We will start with supporting data file formats for the following states:

WA, CA, NY, NJ, FL
