All our defaults now were on place Global, SKU Level and Shipping Level. Default Shipping will be used for Retail and Manual Orders.

This is for discussion:

let's make a page to set them up?
or...
allow the user created rukes to go first.. (maybe the rule is X number of units go this way)
if no rules, the user gets a popup or review page showing those orders and has to choose for each shipment
I would expect the rules and/or default to cover most cases
